Large public-sector IT programmes rarely fail for lack of a vendor. They fail because nobody independent of the vendor is reading the technical outputs closely enough to say what is actually being delivered. That was our role here.
What we did
- Reviewed and evaluated the technical outputs of the Tax Administration Development Project, and prepared the reports and recommendations arising from them.
- Provided technical advice and recommendations on the issues brought before the programme steering committee.
- Proposed technical solutions for monitoring the development of tax work across the financial and tax affairs sector.
- Followed the development of the database underlying the tax system.
- Advised on the strategies, plans and timetables for implementing an automated system for the tax sector.
